SHALFORD PARISH COUNCIL

Members of the Council are hereby summoned to attend a meeting to be held at Shalford Village Hall on Wednesday, 19th October 2022 commencing at 7:30pm for the purpose of transacting the following business:

The meeting will be open to the public unless the Council directs otherwise.

 

AGENDA

  1. Apologies for Absence.

 

  1. To receive member’s declarations of interest and dispensations in items on the agenda.

Dispensations should be requested from the Clerk up to the day before the meeting.

 

  1. Minutes: Acceptance of the minutes of the Annual Meeting of the Parish Council on the 20th of July 2022

 

  1. Public participation session with respect to items on the agenda and other matters that are of mutual interest or local concern: A maximum of 15 minutes shall be allowed for public question time and it is requested each member of the public speak for a maximum of 3 minutes.

 

  1. Report from the Clerk: An update on matters arising since the last meeting (Appendix I)

 

  1. District and/or County Councillor: To receive a report.

 

  1. Planning: To agree a response to the following applications:

Conversion of 3 barns to 5 No. dwellinghouses, demolition of modern barns, erection of cart lodges and associated development and landscaping.

 

22/01944/FUL – Roselands Farm Jaspers Green Shalford

Provision of new agricultural access.

 

22/02265/HH – Shaws Cottage Goldsticks Farm Braintree Road Shalford

Detached two bay cartlodge with enclosed store.

Notice of intent to carry out works to trees protected by Tree Preservation Order – Robinia T1 – Cut back upper branches by 2m and Cut back lower branches 0.5m

  3. To agree a response to a member of the public regarding supporting SWAP.
  • To discuss a Pant Valley Neighbourhood Plan.

 

  1. Royal Celebrations:
  2. To receive an update on the use of excess funds from the jubilee event.
  3. To discuss the Kings Coronation on May 6th, 2023

 

  1. Christmas Event:
  2. To receive an update on Christmas event progress
  3. To agree a budget and method of procurement for the Tree.

 

  1. Shalford Village Hall Playground: To receive an update on the playground project.

 

  1. Warm Spaces: To discuss an approach to supporting communities during winter.

 

  1. 20s Plenty: To discuss available speed reduction measures.

 

  1. Code of Conduct:
  2. To approve Civility and Respect Policy
  3. To review and approve the Code of Conduct
  • To agree to sign up to the Civility and Respect Pledge

 

  1. Finance:
  2. To note the financial report from September 2022 (Appendix II)
  3. To receive the financial report and approve payments (Appendix III)
  • To approve the purchase of the requested equipment for the Parish Ranger at a cost of £692.02 plus VAT.

 

  1. The Council will resolve to exclude the press and public from the remainder of the meeting due to confidential business (Public Bodies (Admissions to Meetings) Act 1960, S1(2)).

 

  1. Clerk:
  2. To discuss the clerk’s role.

 

  1. Items from Councillors to be added to the next agenda.

 

  1. Next Parish Council Meeting: The next meeting of the Parish Council will be held on the 21st of September 2022

Appendix I

REPORT FROM THE CLERK

 

RE-CYCLE EVENT

The recycle event was widely advertised in the Parish. It took place on Saturday the 15th of October.

 

RANGER

The new ranger started his role. During his first month he straightened the Hulls Lane signpost, cleared several footpaths and tidied the planters.

 

QUEEEN ELIZABETH II

Following the passing of Queen Elizabeth II, the clerk implemented all procedures including amending the website and dressing the noticeboards.

 

STONELEIGH PARK

The Stoneleigh Park sign has been chased by Cllr Batt.

 

Update on Planning Applications Listed in the Previous Minutes:

 

22/01019/HH – Ewen Bridge Farm Iron Bridge Lane Shalford

Removal of existing render to allow for insulation and re rendering to all elevations. Replacement of 2no. windows to east elevation, including insertion of oriel window. Repair of 3no windows. Adapt flashing and sills to porches and windows. Removal and reinstate gable trims.
