SHALFORD PARISH COUNCIL
Members of the Council are hereby summoned to attend a meeting to be held at Shalford Village Hall on Wednesday, 15th November 2023 commencing at 7:30pm for the purpose of transacting the following business:
The meeting will be open to the public unless the Council directs otherwise.
AGENDA
1. Apologies for Absence. Cllr French has submitted her apologies for absence to the Clerk.
2. To receive member’s declarations of interest and dispensations in items on the agenda. (Dispensations should be requested from the Clerk before the meeting).
3. Minutes: Acceptance of the following minutes:
• Ordinary Meeting of the Parish Council held on 18th October 2023
• Extra Ordinary Meeting of the Parish Council held on 27th October 2023
4. Public participation session with respect to items on the agenda and other matters that are of mutual interest or local concern: (A maximum of 15 minutes shall be allowed for public question time, and it is requested each member of the public speak for a maximum of 3 minutes).
5. District and/or County Councillor: To receive District and County reports
6. Cliffs Crescent Parking Issue: To receive an update and agree on next actions to be taken if applicable
7. VAS Project: To receive an update and agree on next actions to be taken.
8. Rangers Report: To receive a report on work carried out and to agree further tasks to be added to the Ranger Task List.
9. Neighbourhood Plan: To agree on quotation to submit for grant application
10. Christmas Light Switch-on Sat 2nd Dec 2023: To receive an update and to decide on any other further actions
11. Wethersfield B1053 Survey: To discuss and agree to support Wethersfield Parish Councils request to apply for reduction I speed limit on the B1053.
12. WASC: To receive an update.
13. Planning: To review and agree a response to the following planning applications received:
23/02472/FUL Shalford Village Stores Church End Shalford Essex CM7 5EZ Conversion of garage to retail space and erection of front canopy Expires 13.11.23
23/02568/HH 12 Barryfields Shalford Essex CM7 5HJ Erection of single storey rear extension Expires 20.11.23
14. Communications Policy: To review and adopt a Communications Policy
15. Finance:
• To receive the financial report and approve payments (Appendix I)
• To agree a donation to the ‘Friends of Shalford Primary School’ for their Christmas Raffle.
• To review and agree the Budget for 2024/25
16. The Council will resolve to exclude the press and public from the remainder of the meeting due to confidential business (Public Bodies (Admissions to Meetings) Act 1960, S1(2)
17. NALC Pay Awards for 2023/24: To agree to back date latest pay award to 1st April 2023
18. NALC Pay Awards for 2022/23: To agree to pay outstanding pay award for 2022/23
19. Holiday Pay for 2022/23: To agree to pay all outstanding holiday pay for 2022/23.
