 SHALFORD PARISH COUNCIL

Members of the Council are hereby summoned to attend a meeting to be held at Shalford Village Hall on Wednesday, 15th February 2023 commencing at 7:30pm for the purpose of transacting the following business:

The meeting will be open to the public unless the Council directs otherwise.

 

AGENDA

  1. Apologies for Absence.

 

  1. To receive member’s declarations of interest and dispensations in items on the agenda.

Dispensations should be requested from the Clerk up to the day before the meeting.

 

  1. Minutes: Acceptance of the minutes of the Meeting of the Parish Council on the 18th of January 2023

 

  1. Public participation session with respect to items on the agenda and other matters that are of mutual interest or local concern: A maximum of 15 minutes shall be allowed for public question time, and it is requested each member of the public speak for a maximum of 3 minutes.

 

  1. Report from the Clerk: An update on matters arising since the last meeting (Appendix I)

 

  1. District and/or County Councillor: To receive a report.

 

  1. Planning: To agree a response to the following applications:

 

               23/00136/HH – Riverside Wethersfield Road Shalford

Erection of 1 No single-storey side extension, 1 No single-storey rear extension and 1 No single-storey front infill extension. Relocation of front door.

 

              Freedom Camping Club – Field to be used as a campsite:

Submission of comments or objections by 16th February

 

             Finchingfield Bridge -Temporary bridge & New bridge consultation.

Consultation period extended to 28th February.

 

  1. Wethersfield Airbase Proposals:

To receive an update from representatives.

 

  1. Recycling at Stoneley Park:

To agree a to request BDC to install temporary recycling bins.

 

  1. Eastlight Community Homes Land at Cliffields:

          To agree to investigate the purchase of land at Cliffields.

 

 

  1. First Aid Training:

          To agree on which first aid training is required:

(a) free defib training from Community Heartbeat, or

(b) external first aid course, cost to be investigated by clerk.

 

 

  1. Meeting Date Alternatives:

               To agree alternative dates as the new clerk is unable to make the following:

(a)  19th July 2023                –  (move to 16th August 2023)

(b)  20th September 2023  –   (move to 13th September 2023)

 

  1. 20’s Plenty for Us:

To agree to go forward and create action plan.

 

  1. Councillor Training Days 2023:

To discuss and agree on Councillor attendance of EALC training courses.

 

  1. His Majesty King Charles III Coronation 6th May 2023:

To discuss and agree plans for commemoration of the coronation:

 

  1. Finance: 
  1. To receive the financial report and approve payments (Appendix II)
  2. To agree to award a grant to Shalford Essex Fete 2023 for St John Ambulance attendance of £255 + VAT – (not accounted for in 2022/23 budget)
  3. To discuss and agree donation to Support4Sight from the Chairmans allowance.
  1. Items from Councillors to be added to the next agenda. 
  1. Next Parish Council Meeting: The next meeting of the Parish Council will be held on the 15th of March 2023

OPEN SPACES ACTION PLAN

The amendments as discussed have been sent to BDC.

JASPERS GREEN TRIANGLE

Pictures have been received from a member of the public regarding the appalling state of Jaspers Green grass triangle which was left after remedial work was completed to an existing pothole. They completed an online form to BDC and the clerk has emailed the Ranger to review and log with Highways.

MISC

HMRC Direct Debits have been completed.

Clerk Contact Details have been updated with relevant bodies.

Erection of single-storey rear extension.

PENDING CONSIDERATION

22/03263/FUL – Parsonage Cottage Garretts Lane Shalford

Retention of gravel access track and 5-bar field gate. Retention of storage containers.

Concerns were raised about the impact and commercial usage. Future development of the site and a potential change in use. The proposals are not in keeping with the street scene and could result in increased noise and pollution.
