Members of the Council are hereby summoned to attend a meeting to be held at Shalford Village Hall on Wednesday, 15th March 2023 commencing at 7:30pm for the purpose of transacting the following business:

The meeting will be open to the public unless the Council directs otherwise.

AGENDA

  1. Apologies for Absence.

 

  1. To receive member’s declarations of interest and dispensations in items on the agenda.

Dispensations should be requested from the Clerk up to the day before the meeting.

 

  1. Minutes: Acceptance of the minutes of the Meeting of the Parish Council on the 15th of February 2023

 

  1. Public participation session with respect to items on the agenda and other matters that are of mutual interest or local concern: A maximum of 15 minutes shall be allowed for public question time, and it is requested each member of the public speak for a maximum of 3 minutes.

 

  1. Report from the Clerk: An update on matters arising since the last meeting (Appendix I)

 

  1. District and/or County Councillor: To receive a report.

 

  1. Planning: To agree a response to the following applications:

 

22/02625/FUL – Shalford Hall Farm, The Street, Shalford CM7 5HH

Replacement of redundant agricultural barns with a new dwelling house including

Associated private garden and garage.

 

23/00381/HH – Ancells in The Hole, Braintree Road, Shalford CM7 4QT

Proposed works to existing domestic outbuilding and garaging. Proposed removal

of modern later additions and enclosures. Full building restoration and refurbishment

together with erection of forward single storey extension and infilling with associated

operational development and landscaping.

 

  1. Wethersfield Airbase Proposals:

To receive an update from representatives.

 

  1. Transport Meeting:

To receive an update on the Transport Meeting that was held on 13th March.

 

  1. His Majesty King Charles III Coronation 6th May 2023:

To discuss and agree plans for commemoration of the coronation.

 

  1. Bus Shelters:

To agree clerk to investigate leaking bus shelters and go ahead with any reparations needed with a £500 budget.

 

  1. Annual Parish Council Meeting:

To agree a date for the Annual Parish Council Meeting.

 

  1. Annual Parish Meeting:

To agree a date for the Annual Parish Meeting and discuss attendance.

 

  1. Welcome Pack Distribution:

To agree to handover the distribution of our welcome packs to an appointed member of the public.

 

  1. Christmas Switch-on 2023:

To agree a date for the Village Christmas Light Switch-on Event

 

  1. Finance:
  • To receive the financial report and approve payments (Appendix II)
  • To agree to pay for the Brightpay payroll package for 2023/24 @ £69+ VAT
  • To agree to award a grant to Shalford Essex Fete 2023 for St John Ambulance attendance of £255 + VAT – (not accounted for in 2022/23 budget)

 

  1. The Council will resolve to exclude the press and public from the remainder of the meeting due to confidential business (Public Bodies (Admissions to Meetings) Act 1960,S1(2)). 

         Clerk:     To discuss clerks overtime arrangement.

 

  1. Items from Councillors to be added to the next agenda.

 

  1. Next Parish Council Meeting:

 To agree the date of the next Parish Council Meeting.

I have received a report from the Ranger that this has now been addressed

 

MISC

We have received the Street Cleaning Invoice request from BDC for £476.52 and we have budgeted for £300.00.

 

MUGA

Clerk to update council on progress of MUGA & play equipment.

 

Update on Planning Applications Listed in the Previous Minutes:

 

Freedom Camping Club – Field to be used as a campsite:

Submission of comments or objections by 16th February

 

Finchingfield Bridge -Temporary bridge & New bridge consultation.

Consultation period extended to 28th February.

STILL PENDING CONSIDERATION

 

22/03263/FUL – Parsonage Cottage Garretts Lane Shalford

Retention of gravel access track and 5-bar field gate. Retention of storage containers.

Concerns were raised about the impact and commercial usage. Future development of the site and a potential change in use. The proposals are not in keeping with the street scene and could result in increased noise and pollution.
