Members of the Council are hereby summoned to attend a meeting to be held at Shalford Village Hall on Wednesday, 16th July 2025 commencing at 7:30pm for the purpose of transacting the following business:
The meeting will be open to the public unless the Council directs otherwise.
AGENDA
1. Apologies for Absence.
2. To receive members’ declarations of interest and dispensations in items on the agenda.
(Dispensations should be requested from the Clerk before the meeting).
3. Minutes: Acceptance of the following minutes:
• Meeting of the Parish Council held on 18th June 2025
4. Public participation session with respect to items on the agenda and other matters that are of mutual interest or local concern: (A maximum of 15 minutes shall be allowed for public question time, and it is requested each member of the public speak for a maximum of 3 minutes).
5. District and/or County Councillor: To receive District and County reports
6. Clerk’s Report: To receive update on action points from last meeting
7. Love Your Bus Grant Project Update:
To receive notes from meeting held on 3rd July 2025
To discuss and agree to the next steps for a Bus User Group
8. SERP (Safer Essex Roads Partnership) 20mph speed limit:
To decide to show support for the introduction of a 20mph speed limit within our community and to agree to express our interest by using the following link: https://forms.office.com/e/M7FAXC7LAL
9. Safer Road Crossing between Village Hall & Village Shop:
To discuss and decide whether the Parish Council should make an application to Highways regarding the need for a traffic calming solution to be installed between the Village Shop & Village Hall.
10. Finance Working Party:
Receive minutes from previous meeting
Review and adopt Terms of Reference.
11. NHP Project: To receive an update from Cllr Havelock
12. Village Hall Project S106 Fund Request:
– To review two quotes received and agree the purchase of 27 x Reclaimed Hardwood Sleepers.
– To review two quotes received and agree the purchase of 1 x Black Woven Geotextile 4.5 x 100M
13. Asset of Community Value – Shalford Village Shop Project Update:
(Expired from the Councils List of Assets of Community Value on 19th June 2025)
14. Finance:
i. To receive the financial report and approve payments and to ratify additional payments made since last meeting (Appendix I)
ii. To receive the Budget Monitoring Report (Appendix II)
iii. To agree to book a Two-Day Chair Training Course for Cllr Birks at a cost of £273.00 ex vat.
15. Planning:
To review and agree a response to all planning applications including those that have arisen since the agenda was prepared:

DESCRIPTION : Application for prior notification of agricultural or forestry development-Proposed steel framed agricultural forestry stewardship and management barn to serve existing woodland. *Please note this is for information only and due to the type of application we don’t seek your comments.
