SHALFORD PARISH COUNCIL ANNUAL MEETING

Members of the Council are hereby summoned to attend the annual meeting to be held at Shalford Village Hall on Wednesday, 21st May 2025 commencing at 7:30pm for the purpose of transacting the following business:
The meeting will be open to the public unless the Council directs otherwise.
1. Apologies for Absence.
2. To receive member’s declarations of interest and dispensations in items on the agenda. (Dispensations should be requested from the Clerk before the meeting).
3. Minutes: Acceptance of the following minutes: Meeting of the Parish Council held on 21st May 2025
4. Public participation session with respect to items on the agenda and other matters that are of mutual interest or local concern: (A maximum of 15 minutes shall be allowed for public question time, and it is requested each member of the public speak for a maximum of 3 minutes).
5. District and/or County Councillor: To receive District and County reports
6. Appointment to Committee/Group: Finance Working Party/Committee
7. To Review and adopt the following documents:
• Standing Orders
• Financial Regulations (Finance Working Party/Committee)
• Risk Management Schedule (Finance Working Party/Committee)
8. Clerks Report: To receive update on action points from last meeting
9. Love Your Bus Grant Project: Agree grant agreement with Essex County Council and agree next meeting date with DigiGo: 24th June – 12pm, 3pm, 4pm 26th June – 12pm, 4pm
10. Annual Parish Meeting Post Implementation Review: To assess and review the event held on 28th May 2025.
11. PROW Agreement:
Agree ECC Service Level Agreement for £1,525.01
To agree to allocate the Ranger any extra hours required to complete this yearly task.
12. Bus Shelters: Agree for Ranger to repaint our bus shelters with barn paint up to value £50
13. VAS Project: To receive an update from Cllr Birks.
14. NHP Project: To receive an update from Cllr Havelock and to discuss future funding requirements due to the withdrawal by BDC of the locality grant for Neighbourhood plans.
15. Weekly Fitness Classes for the Local Community:
To Discuss and agree to proceed with the exercise class.
To agree if we need armchair/ stand up exercise or both.
To agree to complete an application for funding.
16. Shalford Village Shop:
This property expires from the Councils List of Assets of Community Value on 19th June 2025.
To Discuss and agree whether this should be renewed.
17. Greater Essex Devolution Consultation: To agree comments to be submitted retrospectively after closing date of the 13th of April 2025.
18. Finance:
i. To receive the financial report and approve payments and to ratify additional payments made since last meeting (Appendix I)
ii. To receive the Budget Monitoring Report (Appendix II)
iii. To agree budget funding for Neighbourhood Plan progress needed during 2025/26
iv. S106 Projects – Funds £10,918.16 (expires Oct 2025)
19. Planning: To review and agree a response to all planning applications including those that have arisen since the agenda was prepared:
